The Local Access Optimization (LAO) Tool is a program developed to order the most economical access at a Service Delivery Point (SDP). It performs service aggregation point optimization by ordering one access line for multiple SDPs and combining access across multiple SDPs/agencies within the same building. It also identifies opportunities for alternate access optimization, in which Local Exchange Carriers provide access to the SDP at a more economical price are located.
